    How do AIBs make graphics cards?

    In the case of the 3000 series Nvidia cards and the current state of their stock, why haven't anymore Asus, MSI, etc cards filled that gap? How does it work? Does Nvidia send companies the cards to have them tuned to their liking? Do the AIBs make the cards themselves and if so, why are they still out of stock? With so many companies involved, how are we still missing out on the 3000 series?

    OpenCAPI seems like an interesting technology that solves a lot of the of problems of the PCI-e spec. It know it is a relatively new technology, but I haven't heard about it being implemented in any enterprise systems. Is it gaining momentum or is it already slowing?

    ARM processor emulating x86 performance

    I was wondering if a modern ARM processor could perform better than an old x86_64 processor in its own architecture, let's suppose an old Intel Pentium 4 (from 2004).
    ARM processors are much more efficient, but could they also be faster in emulating a completely different architecture such as the x86_64 with respect to a native but old x86_64 processor?

    I would jump on a ~$300AUD graphics card with HDMI 2.1 to be able to run 4K120Hz 10-bit on my LG C9 from my media centre machine (for integer madvr smooth motion of 24fps and 30fps content), but can't justify dropping $1000AUD on an RTX3070. Anyone know when such a card is likely to be available?
