How is it that Intel can still be on par with AMD when it has 14nm?

Hello. I don't know much about processors and so I'm gonna start with what I know and please correct them if they are wrong.

To my knowledge, smaller nm, the better, faster the cpu can be, now this would mean AMD would have an upper hand against Intel but seeing online benchmarks and rankings, AMD does not have that big of a dominance wherein AMD totally outclasses Intel in the rankings. like in this one CPU Hierarchy 2020: Intel and AMD Processors Ranked

So basically, I'm asking is, does it mean that Intel optimized 14nm so good that they can be side by side with 7nm, So when intel finally make 7nm would they make better 7nm cpus than AMD? Or does it mean that 14nm and 7nm does not have that big difference at all, if so why is it so hyped?

I don't really know much and is interested on this, so please correct me on the topic. Thank you!
