What are the chances of Intel not being able to keep up with TSMC node shrinks?

We have seen the bleeding edge semiconductor space consolidate to just 3 players in only a few years. 10 years ago there were 14! With how the trend is going and Intel being the weakest among the remaining 3 players and them even with all the subsidies and incentives not willing to outspend Samsung let alone TSMC.

Spending in billions (US$) for the year 2022:

    • Intel: 26.5
    • Samsung:32
    • TSMC: 35

Also Intel is still spending less money than Samsung and Tsmc despite those other companies having cheaper labor at hand. A dollar will get you much further in Taiwan/SK than the same dollar in Israel/US

It seems questionable how long Intel will be able to keep up.
