Is Tiger Lake more power efficient than previous generations?

I was looking at Intel CPUs and both the following CPUs have similar TDP while one is on 10nm and another is on 14nm architecture. So, is intel's 10nm not power efficient than their 14nm? What am I missing here?

If this is the case, can we say intel 7nm(Meteor Lake) will be more efficient than current generation(in terms of power efficiency)?
