Is arm more than just an instruction set specification? Posted: 15 Nov 2020 02:28 PM PST I always thought arm was an instruction set architecture, but after some reading, it seems to be more. It seems arm also licenses chip core designs. So when it is said that a device uses an arm chip, could that mean just a chip that implements the arm instruction set, but also in some cases mean a chip that implements the arm instruction set but is also a core that was designed by arm? Does anyone license just the arm instruction set, and not a core design from arm? For example, is the new Apple M1 chip just the arm instruction set, or does it license a core design from arm?
